ASME Sec. I's Preamble - Unfired pressure vessels in which steam is generated shall be classed as unfired steam boilers with the following EXCEPTIONS: (a) vessels known as evaporators or HEAT EXCHANGERS; (b) vessels in which steam is generated by the use of heat resulting from operaton of a processing system containing a number of pressure vessels such as used in teh manufacture of chemical and petroleum products. Unfired steam boilers shall be construced udner the provisions of Section I or Section VIII.
ASME Sec. VIII, U-1(g) refers to what's above PLUS...The following pressure vessels in which steam is generated shall be consructed in accordance with the rules of this Division: U-1(g)(1) vessels known as evaporators or HEAT EXCHANGERS; U-1(g)(2) vessels in which steam is generated by the use of heat resulting from operaton of a processing system containing a number of pressure vessels such as used in teh manufacture of chemical and petroleum products; U-1(g)(3) vessels in which steam is generated but not withdrawn for external use.

Sounds to me like you have a heat exchanger (aka pressure vessel) and can use Section VIII.
It's clear now. basically, the reason I'm asking this question is because section I boiler or not will impaction PSV settings, it follows different rules.
