what we need use to design the footing at specially concentric braced frame

We are designing a specially concentric braced frame. I understand the connection of braces shall be designed for the expected yielding strength of brace or maximum possible load for the system. In our case, the brace is connected to the column and base plate through gusset plate, then to base plate, then to the footing.
I thought the footing is designed per typical load combinations even without the amplified (Omega) seismic load. If the footing is designed according to what I thought, then the connection for the brace can be designed for maximum possible load for the system, which is controlled by the footing. Since the footing can be easily uplift or slided under the expected yielding strength of brace, then the brace connection may be not strong enough to hold the brace member before member yields
My questions is what we need use to design the footing, load combination with the expected yielding strength of brace, load combination with amplified seismic loads, or typical load combination?
