For construction of blow tank is there any particular standards used ?

Blow tanks are a fairly unique configuration.

You could do a purely API 620 design, and likely even certify it, but that is a fairly conservative (low allowable stress) code.

If the customer is willing to accept Good Engineering Practice, you could design some portions to API 650 and reduce the cost somewhat. I've only done blow tanks for the pulp and paper industry, and they are usually open to looking at ways to keep the price down.
