What is this piece of railway equipment called (see photo)? 1

Hi all

I am new to the railway industry and during my site surveys I have come across a piece of equipment numerous times. I have attached a link for the photo.

Heard this being called an axle counter or spider plate, but I am not convinced.

Appreciate the help

Looks like there is no manual or electric switch needed at the crossing to me with the extra guiderail to the side as constructed. However, I have no idea what the equipment is called. Sorry.
