What is the idea behind Standard test pipe?

8" Dia x 1/2 " ASTM A 53 is getting welded to another 8'x 1/2" thick ASTM A 56 tubular :: Butt joint (CJP)

Refer to table 4.2 of AWS D 1.1

WPS indicates Minimum diameter as 4" and Maximum diameter as unlimited. This WPS is supported by PQR, the PQR is performed on 6" x Sch 120 (14 mm thick).

The justification for support of the above PQR for the WPS appears to be from the Standard test pipe portion of the table 4.2

If one applies the job Size test pipe, the above PQR diameter limit is 6" to unlimited and thickness 7mm to 28 mm (not unlimted thickness)

Question (1) :; Under what circumstance does one go for Standard test pipe

Question (2) :: is there any other code like API R P 2A or AISC that insist to use Job Size test range rather than standard test pipe, if there is no such limitation what is the idea behind the duplication of the requirements?
