What is the allowable increase in BFE- LOMR

I am seeing a couple of answers in the NFIP FAQ...If the LOMR is for a previous study that already has a floodway then the allowable increase is 0.00 foot. However, if the previous study has no floodway then the allowable increase is 1.0 foot (if allowed by local ordinance)?
Is this a correct conclusion, can someone please verify (and a link maybe?)..much appreciated!
