What is meant by REF cable for a transformer exactly in details please.

It is difficult to say definitively without the full context, but my guess would be Restricted Earth Fault cable. Restricted earth fault protection is applied to the star winding of a transformer. It protects the zone bounded by the REF current transformers. The REF cable would probably be the cable from the REF current transformer in the transformer neutral to wherever the REF protection relay is located.

So I think that your understanding is ok. RESTRICTED EARTH FAULT ...
