Depends on what you get as raw material. Is it no calculations, hand calculations, Caesar output? Have any revisions been made to the plant that don't appear on the original stress analysis. Has corrosion affected pipe wall strength? Have spring can settings been changed. Have supports been added or deleted. Have temperatures changed? Have pressures increased? Have supports settled? Has soil around buried piping expanded or shrank? Has the seismic zone increased? Have the wave heights incrased. Is there a new plant road or parking lot been designated over buried piping. Are there new tie-ins. What is the assessment in relation to wear and tear, especially remaining life considering fatigue, on/off cycles, vibration, impacts, radiation induced weaknesses, corrosion. I could easily turn that weak scope of work description into several thousand hours. You'd better ask some questions of the guys that wrote that one up.
Cooling water system load might be referring to checking the thermal cooling flow requirements, assuming that there may have been additions or deletions from the heat loads of the original equipment.
