We are designing a project outside the US. This is the first project that I've worked on where we are using metric shapes, plates, bolts, etc.

Where can I find a list of commonly available metric plate thicknesses? I searched online but did not find anything definitive. The steel will be fabricated in China.

Multiples of 5 mm sounds pretty safe.

depends on thickness and type of material, but 1 mm increments probably up to about 20 mm thick and then in increments of 2 or 5 mm up to about 100.

Where are you doing the project? If you're doing this in Canada, plate is often easier to find in imperial sizes than metric.

Other than that, it's a pretty local thing. I know what metric sizes are common in Canada but that won't help you in, for example, Germany.

That will depend the country...

In my country we use this:

5, 6, 8, 10, 13, 16, 16, 19, 22, 25, 31, 38 and 50 mm

As indaniel says, it varies with the country.

In Australia, 3, 4, 5, 6, 8, 10, 12, 16, 20, 25, 28, 32, 36, 40, 45, 50, 55, 60, 70, 80....

Some are more readily available than others.

They can make anything in China, but sometimes not very well.

When I worked previously in China, we usually have 3,5,6,8,10,12,14,15,16,18,20,22,24 25,26,28,30,32,34,35,36,38,40,42,.... 100 both for Q235 (Fy 235 MPa) & Q345 (Fy 345 Mpa) steel.

check => probably the largest supplier in our region (Belgium/The Netherlands).
If it exists, you'll find it there. They have an enormous online (and paperback) catalog.
