A Universal AC-motor got variable speed. A typical example of such an air blower is the motor of a vacuum cleaner.

I got the characteristics from a Chinese manufacturer of a motor designed for a vacuum cleaner and it looks like this:

Typically manufacturers of such cheap air blowers do not provide such characteristics, but perhaps only max flow and max pressure.
