What about steam flow to the end of a pipe

Dear specialists
A steam super heater consists of two identical collectors for in and outlet. Between both headers are a number of identical series of pipes. The inlet on the inlet collector is diagonal to the outlet on the outlet collector assuring the same distance between in and out for all tubes from inlet to outlet. On low boiler loads tubes start running dry always starting with the nearest to the inlet and progressing. Why does it start with the nearest tubes and not with the bottom tubes? Steam temperature in/out 195/225°C flue gas temperature 350° C to 400°C.
