Wet Well - Inlet Invert Guidance 1

I am looking for a reference to a waste water manual or code in Pennsyvania that provides guidance on the location of an inlet invert elevation with respect to the high water elevation. There was an incidence where a contractor installed an inlet invert below the high water level. I know this is wrong, but am unaware of a document that provides guidance. I looked at DEP Domestic Wasewater Facilities Manual and it addresses wet wells, but not this particular issue.

I’m at home, but if the “high” water level is a design set-point that starts a pump, then as soon as the sewage reaches the gravity sewer becomes surcharged the sewer is to longer freely flowing and the 2-FPS design criteria is violated.
