Dear friends, what methods do you use to prepare metal structure welds and struture edges before painting? At many projects when mechanics had only used metal brush rust appears after a short time. Do you advise chemical cleaning?

Is this for shop or field use? If shop, sandblasting.
 
Try looking up SSPC. They are the authority in North America for anything related to prep or painting.
 
Weldinspect:
I’d ask some of your paint suppliers what they want you to do. We usually used sandblasting in the shop, as Hokie suggested. At least scrapers and wire bushes, etc. to get rid of all loose scale, etc. Solvent cleaning if grease and oil, and the like existed. Chip off slag, weld spatter, etc, from the welding process.
