Weldment - welds on flush faces?

That's a tubing butt joint. See that I have it welded on the inside corner (and underneath, but you can't see it). Can you put a weld on the top joint as well--between the flush top faces? Based on my futile attempts to do so, my guess is no.

Those of you who use weldments often... isn't this something that you'd consider important? I've never shown welds before (only called out via symbols0, but if I decide to, I'd like to be able to show them all.
