Weldment assembly, GD&T to make surface parallel to hole pattern?

Hello,

What would be an appropriate GD&T to use to make sure item 1 is aligned correctly to item 2 for tack welding?

In short:
Use your top surface as a datum.
Basic dimension 2 round holes from the datum.
Place dimension control on your holes.
You can use "composite" position, with your overall accuracy as PLTZF (upper segment) and desired hole orientation as FRTZF (lower segment)

I would switch the references, a reference can never be on a centermark.
