Not sure what an A36 44W is? If it is a normal carbon manganese steel welded to a 304/316 type austenitic, then you will need an over-alloyed consumable to allow for dilution, such as 309.
Stainless steel is a poor conductor of heat, therefore less amps is normally required. Protection of the root either by material or gas backing is recommended, unless the process contains a flux (such as Stick Welding)
