does anyone know where I can find the direct shear, bending, and tensile properties for 17-4 PH that has been welded with electrode of e70?

At my company when we weld 17-4PH Steel we weld with a 17-4PH rod specification AMS 5827 or equivalent. I'm not sure but the weld you are describing sounds like a non-standard weld and you would likely have to qualify the weld process to get the information you are looking for.

Ideally, 17-4 should be re-solution treated and aged after welding. What is E70?

Thanks for the help fellas. I spoke with J.W. Harris tech support who stated that the 630 rod is compliable with 17-4 PH. The ER70 rod is usually used with A36 steel (mild steel).
