welding grillage beam to corner rcc wall

Hi,
I'm working a sulfuric acid tank designed on API 650. From calculation, the tanks requires anchorage and the client requests to provide grillage beam supporting as leak detection technique.
The client provides to us drawings of welding grillage beam to corner rcc wall (see below)

My question if this welds is necessary if yes which code request to weld grillage beam to corner rcc wall
 
Hard to say. It could be furnished for seismic or wind overturning, or for seismic or wind shear, or for corrosion prevention. It might be required for lateral/rotational support of the beam for buckling, or to prevent the beam rolling over under seismic or lateral shear.

This is typical for acid tanks. The tank base supported on grillage for leak detection. The grillage beams ,in this case HE 160 B (continuous beams) simple supported on dwarf RC walls . The welding details shown are constructional rather than structural requirements.

The bottom plates of the tank shall not be attached to the supporting grillage beams.

Just curious, how is the anchorage detail ?
 
API 650 Section I.7 covers tanks on grillage and at the end of Annex E there is a statement about tanks on grillage. The grillage-to-angle welds shown in the original post look like they can resist horizontal forces possibly resulting from wind and/or seismic but can't resist uplift from wind or seismic.
