For IS2062 GR.B plate to plate welding can i use E8012-b2 welding electrode
 
Yes, it can be done. There is a little extra chromium (~1.25%) and tensile over match with a B2 electrode, but it all depends on the application for which the plate is used.

The devil is in the details; she also wears prada.
 
Because this is not a low hydrogen electrode preheating will be required to mitigate potential for hydrogen induced cracking.
 
Is that all you need to know about welding Cr-Mo steel?

The steel grade to be welded is a low carbon steel. There are certainly better alternative electrodes for the purpose.
 
I like low hydrogen, myself...

Rather than think climate change and the corona virus as science, think of it as the wrath of God. Feel any better?
