Welding Attachments pressure boundaries

Need to weld attachments to the inside of the pressure vessel (to the shell) the attachments are internals support. Vessel has been in service for approx. 9 mos, found problem during shutdown. Can these fillets weld be made with out a hydro-test? If so which code governs and is an AI responsible for this approval?
 
What is the original Code of Construction? Where is the vessel located?
 
This would be governed by NBIC part III if located within the USA. This code allows for the repair without hydrostatically testing the vessel if authorized by the AI and an R-stamp is likely required based on your jurisdiction. I would recommend a magnetic particle examination (or liquid penetrant examination, if non ferromagnetic material) of the repaired area at a minimum.
