Welding Across Category "A" Joints

A customer wants an ASME Section VIII, Div 1 vessel that basically consists of an ASME 80:10 F&D head and a conical transition that has a knuckle and 1.5" straight flange. The head will only have a 2" straight flange. Does ASME Section VIII, Div 1 have any restrictions on welding supports across a Category "A" weld seam. I have been trying to peruse the code for any such restrictions, but have not been able to locate any restrictions. As long as the strength of the support attachment weld and similar qualified welding procedures (similar P numbers, heat input rates, etc) are used for both the Category "A" and support leg weld, I do not see this weld being an issue. Please let me know if I am incorrect.

This should have been referenced as a Category "B" weld joint, but the question is the same.
