Does a welders qualification test plate have to directly resemble Fig 4.30 for FCAW Horizontal qualification on 1" material or instead of using a backing bar, can a double bevel with the parent material used as backing, then backgouged to sound metal, be used, similar to qualifying on a production weld. Does that test plate still only have to be 5" long.

The welder performance tests are not intended to simulate production welds or production conditions. The tests prescribed by the code are the minimum requirments for welder qualification.
If the employer feels that it is prudent to require additional testing to simulate the production requirements, he is free to do so. However, any tests that simulated production requirements is in addition to the prescribed tests defined by the applicable code. They are not a substitute for the prescribed tests.
