I would interprete the D1.1 code as follows:
1.) For a T, Y, K connection a 6GR peformance qualification would be required. The 6G is a test used to verify the ability to weld tubulars in all positions (within thickness and diameter limitations), not with the restricted access to the joint such as a 6GR welder would encounter. Refer to AWS D1.1:2002, Table 4.9.
2.) While your application involves tubing to plate, qualification of a tubular product qualifies plate (within position and thickness limitations) also in accordance with AWS D1.1:2002, Table 4.9.
A number of my clientele use plate/tube/pipe to manufacture their structural products, many with acute angles and T, Y or K connection types. The procedures and personnel all qualify on 6GR's for these applications.
