Welder qualification with inert backing gas

QW-408.8 of ASME IX states that the omssion of an inert backing gas calls for requalification if used in the WPQ. If the welder was tested on a pipe with an inert gas backing, is he qualified for butt welding plate single sided, complete penetration, without any backing?
 
That's an easy one "No". A complete penetration single sided weld does not comply with with the text of QW-408.8
"Requalification is not required when welding a single welded butt joint with a backing strip or a double-welded butt joint or a fillet weld."
 
However, if the welder cleans up the 2nd side [grinder, air-arc] and welds on that side, he is qualified. Used the 1st side weldmetal as his backing, Metal backing can be substituted for gas backing.
