Welder Qualification D1.5 vs D1.1

I have a project that requires approval of my welder qualifications. I have several welders that we qualified against the D1.5. When I submitted the qualification report to the EPC firm they rejected it because the project is a building (D1.1). My welding super tells me that the qualification for the D1.5 is the same as the D1.1 except you there are restrictions on the D1.5 qualification that make it harder than the D1.1.
I am looking for a reference or agrument to use with the EPC firm to get these qualifications approved.
Any comments?

The welder qualifications done per D1.5 should be acceptable per D1.1. The only difference is that D1.5 does not allow for the use f power tools to clean the weld beads or to change the wweld profile.

As stated, D1.5 is harder because it doesn't allow the welder to grind between weld passes.

Maybe the EPC has never had a reason to read the requirements for D1.5. Maybe you can photocopy the restrictions on grinding and acceptance criteria so he can see D1.5 is as difficult or more so than D1.1.
