Base metal thickness does NOT apply to welder performance qualification if you are using ASME Sec IX. Diameter and P Number but no thickness Min or Max. Only deposited weld metal thickness and that value is a max.
if welder weld 2" pipe sch 160 ( 0.343" thick)he is qualified from 1" o.d to unlimited. as per QW- 452.3.
IS THAT THICKNESS OF PIPE IS NOT MATTER.
CAN HE WELD 1" PIPE SCH 10 ( 0.109" THICK)

The welder would be qualified to a deposit thickness of .686", so that would cover .109" thick.
