Welded choke body branch reinforcement

I am currently creating a calculation package to accompany a welded choke body for third party review. The review is to evaluate the choke to API 6A standards. When viewing other calculation packages from other engineers to my employer has hired in the past multiple approaches for determining branch reinforcement for welded choke bodies have been taken. The design that I am currently evaluating is an attachment weld to a milled flat on the choke body. An example of this type of weld is shown in API 6A annex E figure E.2. Is this type of weld compatible with the branch reinforcement method of ASME B31.3 section 304.3.3? Is the Kellogg method an acceptable to 6A substitution to the B31.3 method? What method would be considered best practice?
 
Note that API 6A references ASME BPVC Section VIII Division 2 Appendix 4 (of the 2004 edition with 2005 and 2006 addenda) as an acceptable design method (see subclause 4.3.3.2 in the 20th edition of API 6A). Therefore, you should reference that part of the ASME BPVC rather than B31.3.
 
Thank you for the clarification. I was getting confused by all of the previous sheets which varied widely depending on the author of the calculation set or report.
