Does anyone have recommendations for weldable rebar coupler? I have used Lenton weldable mechanical coupler in the past. However, I just found out that they don't have a current ICC-ER report for IBC. Are there other options for weldable couplers?

I'm using the coupler to attach rebars to the flange face of steel MF columns at the foundation interface. If I specify field welding rebars directly on the column flange, what kind of complete-penetration weld is appropriate for welding the end of a round rebar to the face of a column flange? Can I use a single bevel weld with a split-pipe backing?

Weldable Couplers - have you checked Cadweld? I assume that you mean rebar to rebar welds...

I'm attaching the rebar to the face of a column flange, not rebar to rebar connection. The Lenton weldable couplers is like a large threaded nut, that can be welded to steel plates. The matching rebar will also have threaded end that can be connected to the weldable coupler.
 
You can use an automatic end weld to weld A706 bar to the steel shape, just as with a DBA to an embed. Welding should be completed using AWS D1.4.

Erico's Lenton Weldable does have an legacy ICC report (LENTON® Couplers ICC ES Legacy Report ER-3967), available from the Erico website at:

Dayton Superior can supply Bar-Lock® Structural Steel Connectors

Cadweld is an Erico product for bar-to-bar splicing.

Is the bar designed to be in tension or shear in this application?

The Lenton ICC report is not current (2008), and the same goes for the Bar-Lock ICC report. The Bar-Lock couplers has a much larger diameter than Lenton couplers and it may be too congested to do the welding for my detail. The couplers will be in tension and need to develop the strength of the rebar.

I have not used any IAPMO reports in the past. Is it commonly accepted by building officials? My project is a school in CA and need to go through DSA review.

IAPMO and ICC perform the same independent 3rd party evaluation to the code - they both are accredited by the same organizations and are evaluating couplers to the same acceptance criteria and building codes - it seems that more and more coupler manufacturers are turning to IAPMO vs ICC.
I have not had an issue with using iapmo reports for product evaluations for lentons - in fact city of LA recognizes the iampmo reports.

I agree with your comment that the lenton couplers are going to be easier to use in a congested area as they are very small in size - in my experience. They are also full type 2 splices, the manufacturer should be able to supply test data to support this.
