Weld Distortion on ASME Vessel

Hi Guys,

Need advise about weld distortion tolerance for vessels under ASME VIII Div. 1 code. I had encounter issues during my site surveillance in which the vessel (ASME VIII Div. 1 code) of pump seal system having weld nozzle to pipe connection less than 2" diameter is being distort due to some heavy structures hit the pipe nozzle. This is poor workmanship, not weld distortion.

Remove the blind and make a replacement in a competent piping fabrication shop ... Verify dimensions and replace

If there were a tolerance for such a thing, that would be out.

Whichever contractor hit the piping to bend it like this should pay for it to be removed and replaced with a new section. I suppose the owner could accept financial compensation from the contractor if NDT does not reveal any cracking or other damage. Like everyone above, I'd require a repaired blind assembly if it was my plant.
 
Just seen that picture, another OOF what happened there.
Cut out, NDT, and replace. And give the fabricator a kick in the nuts for this.
