Waves in narrow inland reservoir

Pages II-2-44&45 of the new CEM manual describe using the straight-line fetch for estimating waves, even in narrow fetches. Does this mean no weighted averaging as was suggested in SPM84, or am I misinterpreting the statements? Is this just a quick and dirty? Thanks.
 
I read it as definitely for narrow fetches and use longest expected straight line for wide basins.
