Wave Equation - Pile Driving

I understand that the wave equation is a method to determine if excessive stresses will occur in a pile and to validate a certain hammer for pile installation. However, can the wave equation also determine target minimum blows to achieve pile capacity?
 
I have seen on many cases the prediction was way off. So I tend to trust my judgement rather than the driverability analysis done by an inexperienced engineer (GIGO). You need experience & expertise to get it close to reality. Tricky for driven piles terminating in soils, highly variable rock e.g. basalt.
