I am looking for a design aid for figuring the forces in a seismic activity. The tank is a plastic, 5000 gallon capacity it is 141" in diameter and approximately 90" high. I need to get the forces in a cable that goes to a "dead man". Any suggested references?

Typically, larger tanks are designed for seismic loading by standards specific to that type of tank- typical for welded steel, bolted steel, prestressed concrete. There may not be any such standard applicable to your tank, though.

I would probably approach it via the "rigid structure" option in ASCE 7. That would be 15.7.6.1.a in the 2005 standard. If it's supported in a building, see 15.3.
