The hydrophilic and hydrophobic (there's a difference) injection materials definitely have a place in water containing structure design. But the right way to use them is to send divers in with dye wands and to have them inject the injection material from the wet side. My preference is for epoxy, as it provides the structural strength and adhesion to the existing surface to replace the concrete. It's probably not necessary all the time, but I don't want to find out it was the hard way (large noisy cracks, depositions, etc.).
