Is there a resource (chart, spreadsheet, code, etc.) that I can access to determine the correct size of a domestic water meter if the daily and peak flows are known?
 
Yes. I have one published in the 1970s but not easily posted here.
There is also an AWWA Handbokk called " Sizing Water Service Lines and Meters ( don't have the number handy )
Also your local water supplier may have guidelines or even requirements.
Also water meter manufacturers have voluminous material available on their websites.

This wheel has been invented many times. Are you just trying to make it rounder ?

The AWWA publication number is M22.

I size the water service piping depending on demand.

Typically the same size meter or the next size smaller will perform adequately.

The size of the meter is often the determining factor of the tap fee.

Sometimes you are allowed to reduce the meter size one pipe size from the service pipe size - this can reduce the tap fee significantly if looking at larger tap sizes.

I haven't had a water supply operator tell me the size of my meter. The ones I have worked with have left the sizing up to the engineer. Only once did they require the meter to be no less than one pipe size smaller than the incoming service.

 
As stated above, each water utility standarizes on a particular name brand of water meter. You need to contact the water utility to determine which meter that was selected by the water utility.

With that information, you can contact the manufacturer for meter sizing charts. Here is a typical one from Badger meter:
