Water Impeller w/ no driveshaft?

Is it possible to create rotational movement through a water impeller-esk device without the presence of an active driveshaft?

In other words, can an impeller rotate in a horizontal orientation if the only force applied is from vertical liquid flow?

If there is an apparatus that currently utilizes this concept, please include a link

Appreciate the link but, I'm looking for a a device with stationary shaft presence not non-existing shaft presence. Said shaft is connected to a horizontal rotating pro/impeller powered by vertical liquid flow
 
Now I am totally confused by your description of the geometry of the situation, not to mention how one transfers power into a stationary shaft.

Perhaps a sketch would help.

Technically, the glass is always full - 1/2 air and 1/2 water.
 
If i think I interpret what he thinks he is describing rightly, then a magnet-link drive might work inside a nan-magnetic casing. Not very efficiently, but it might turn the impeller with acceptable slip losses..
