Too many unknowns. Treatment technology, peak flow, pumping requirements, etc. You'll need to find a similar facility as a reference plant or get load list from the process engineers.
dpc is right, there's a huge variance based on type of treatment, depth of entrance, etc...
Last one I remember numbers for was an aerobic digesion process, aerated activated sludge secondary treatment, 300 million gallons per day peak, 150 million gallons per day average, 70-foot lift from main to head of plant, gravity flow from there to plant discharge. Aeration tank depth 18 feet.
Peak load was in the neighborhood of 20 MW.
Your mileage will differ. This particular plant and process is electric-intensive. Gas turbine blowers would take over half that load go away, for example.
