Not seawater? Logical choices are ball-valves for fullport opening, but knife-gate valves could be cheaper.
Note: some 8" gatevalves have PN16 borings, and housing certified for PN16 with open gate, but are only certified for lower working pressure than PN16.
As long as you describe the valve specification correct with your necessary working pressure, there is no problem getting a correct valve quoted for your purpose, with a full PN16 certified knifegate, but it will narrow the number of possible suppliers/producers. Solutions in all SS or SS/normal steel housing or nodular cast iron housing, or for that case in exotic materials exists.
If knifegate one size above 8" could be considered, as some gatevalves have guidings limiting the sidewise full opening in a small degree. Check in case if this is a problem regarding fitting or wear on plug and valve.
