Hi
We are constructing new tank according to api 650 fire water tank d=20 m H=12.5m
Tank has 2 suction nozzles 14 in at 800mm from bottom
Is this tank require vortex plate on suction nozzles as there is debate between us and the client
 
It depends on drain rate of the tank . If pump inlet velocity is small , vortex formation would not be a problem. IMO, installation of vortex breakers should not be big issue.
 
Depends on inlet velocity and min height of water over nozzle, but is usually a good idea.

API 650 for a fire water tank is rather OTT though.

Try adding an elbow down at least
 
If you're building a fire water storage tank and the jurisdiction enforces NFPA 22, it must have an anti-vortex plate. See 14.2.13 of NFPA 22.
