Viewing/editing CGM files produced by V5

Does anybody know of software that can open/edit CGM files produced by V5 .I am currently using R12 SP4 , but have had this problem on all releses.
Paintshop Pro gives an error that it isn't a valid CGM file.
I have an add on for explorer from Larson that allows me to view them.
Any input would be greatly appreciated.
