I must be having a blonde moment and need some help...

How do I link drawing view scale to my title block scale displayed on my drawing? Currently it's linked to sheet scale.

SCALE: $PRP:"SW-Sheet Scale"

What's happening is when I scale my view, the value doesn't change in the title block. It stay's static because it's link to the sheet scale.

Is there a property like this?

SCALE: $PRP:"SW-View Scale"

Your not having a blonde moment. No, because you can set a view's scale to the sheet scale. If your view scale is the common scale for the drawing, then simply assign that view scale to be the same as the sheet scale its properties, then adjust the drawing's common scale using sheet scale (linkable with $PRP:"SW-Sheet Scale").

If you do wish to list a view scale separately from the sheet scale, you can use this macro by Regg:
