Vibration control using snubbers

I have two questions : (1) Why do we generally keep the natural frequency of piping system more than 5 Hz if the fluid in the pipe tends to create vibrations ?
(2) Sometimes, due to big thermal movemets of the pipe, its not feasible to provide a rigid guide or stop on a pipe and so we use snubber to increase the natural frequency more than 5 HZ. In such a case, how do we decide the load to be provided to the snubber vendor ? Caesar will not give any load acting on the snubber as the snubber alows free thermal movement.
