VFD for EMC category C1 and low ground leakage current

I'm looking for a VFD for a 0.37 kW induction motor in a machine which would be used in environments requiring EMC category C1. The machine must also be connected to mains with a regular plug. This has turned out to be quite hard.

The plug connection limits the ground leakage current to 3.5 mA at max. On the other hand category C1 requires heavy filtering which increases ground leakage. Several VFDs have an option to disable the internal EMC filter to reduce ground leakage but it will make EMC compliance even harder.

Is it possible at all to achieve both with off the self hardware?

Not that I’m aware of. Here in the US, a lot of residential appliances are now using VFDs inside, but are required by our newest Code to now need protection by GFCIs, equivalent to RCDs, except set to trip at no more than 6mA. That’s turning out to be almost impossible to attain other than by shear luck, causing a lot of problems.
