Vessel Nozzle Design per ASME VIII

I have a nozzle I am evaluating to teach myself. I am trying to use the guidance in UG-37 but am struggling.

The detail in Table UG-37.1 assumes the pipe is attached to the vessel inner wall and reinforcing pad by fillet welds. My situation is different. The pipe is welded to the vessel outer wall by a partial penetration weld, then the reinforcing plate is slid over the pipe and fillet welded to the vessel and pipe. Does anyone have any guidance for evaluating this scenario?

Figure UG-37.1 is just a representation of the nomenclature for the reinforcement calculations. It doesn't address the requirements for welding. Refer to UW-16 for guidance on the attachment welds.
 
A set in nozzle with partial penetration will use the same area equations as a set in full pen nozzle configuration.
Follow UW-16 Weld requirements. Check weld paths UW-15/UG-41.
 
Necks abutting a vessel wall shall be attached by a full penetration groove weld.
