I need help with a simple equipment & vessel lay up procedure. Does anyone know where to find something like that?

You need to provide additional information if you want more help. What is the vessel and process? How long do you intend to lay-up the equipment?
 
It varies based on the service and materials of construction.

In general the rule is 'clean and dry'. In some cases this just means draining things. In most it requires chemical cleaning and then using either desicants or dry nitrogen in order to protect all of the surfaces.
