Drawings show a 12" thick concrete wall indicating double #5 at 12"oc. The contractor installed the inside #5 bars offset from the outside #5 bars. I have always been taught to install the bars directly across from each other. The drawing does not have a top view of the wall therefore I have no way to verify if the bars are required to be directly across from each other. Does anyone know of a requirement for having the bars directly across from each other?
 
There is no requirement for inside and outside bars to align, and no real reason to do it.
