Vent and Drain ACHE with split headers

Vent and Drain is required according to API 661 on each headers. Is this requirement also applicable to the split headers? My understamnding is that each headers means the one on the left/the right (side view) I saw many bundles whitout. No need to install vent & Drain in the SPLIT HEADERS as below:

Before and after hydrotest, you'll need the vent and drain on each of those split headers for obvious reasons.
 
Split header boxes are not intended to operate independently, so you shouldn't need vents and drains on each section. I've never seen that done before.

That said, a small amount of fluid wouldn't be able to drain since the elevation of the lowest tube is always a bit higher than the elevation of the bottom of the header box.

Small drain plugs would normally be present to get these small amounts of gas or liquid out.

Or depends on what orientation you can test at.
