VE of a VW at idle

Does anyone know what the VE of an old VW bug is at idle? I am working on a pair of Weber carburetors for one and want to know the maximum cfm the Weber’s are allowed to flow when fully closed.
 
By your question, I think you are going about this the wrong way. The VE at idle depends one heck of a lot on idle speed & load at idle. The minimum airspeed through the carby depends on carby size and throttle setting and camshaft and manifold design.

What size engine, what size carbies, how many chokes, what manifold design and what idle speed do you require. What is your typical engine speed. What is your extreme engine speed & how much time do you spend at each.
