VAV with Bypass versus Bypass Box Terminal Units 1

I would like to get some of your thoughts on the use of a VAV system with a main bypass damper on a RTU versus a system with a RTU and terminal unit bypass boxes dumping into a ceiling plenum. The project is a reletively small building 12.5 tons of cooling (approx. 5,5500 cfm). From what I've seen the bypass box approach seems "cheap" and has more potential problems such as having cold air dumping back through return grilles.
Any thoughts/comments on these two types of systems would be appreciated.

I've gone with bypass dampers on small RTU's before with no problems - I prefer a VFD if your manufacturer can provide it on such a small unit. I know AAON can.
