Valve to stop water hammer 1

I've got water hammer from a 5 HP well pump going uphill against a 250 psi head into open tanks. Breaking too much PVC piping.

I can't remember the name of this valve. When a pump starts this valve deadheads the pump and opens slowly. When the pump is shut off this valve first slowly gags the pump down, maybe to deadhead, and then the valve gives an electrical signal to shut the pump off.

Thanks for the recommendations. However, The kind of valve I'm thinking about is more of a cycle stop valve with electrical control of the pump... Or am I dreaming? I've been told that such a valve exists. I'm looking for the specific name.

I've been considering both a tank and a CSV. Might order direct from the company since the major plumbing supply around here is a jerk.
