What does it mean when catia prompts that a part is designed in context. This happens mostly while designing with links between parts in an assembly.

If the gear on the tree is Green or white, it's in Context. If it's brown, it's out of context and cannot be edited. What this really means is that the part you are trying to edit is not the Definition Context of the part.
When using Contextual Links, you always need to edit the same instance of the part in the same assembly. CATIA will not allow a part to have multiple contexts. You can re-define the current instance as the new context, but bear in mind that the original instance will no longer be editable.
